Milwaukee is not one housing market, and treating it as one is how estimates go wrong. A Bay View bungalow, a Washington Heights Tudor, a Riverwest duplex and a Third Ward conversion have almost nothing in common beyond a city boundary.
What a great deal of it shares is age. Milwaukee built early and built solidly, which means a large share of the housing predates the second world war. Original millwork, panelled doors, plaster walls, and built-in cabinetry are common, and so are the six or seven layers of paint that have accumulated on top of them.
The city’s two-flats and duplexes generate steady turnover work — clean, durable interior repaints delivered to a fixed schedule between tenancies. At the other end, there is genuinely fine restoration work in the older neighbourhoods for anyone willing to do it slowly.

Learn moreA large proportion of Milwaukee housing was built before 1978, which is the year lead-based paint was banned for residential use in the United States. Any renovation that disturbs painted surfaces in a pre-1978 home falls under federal Renovation, Repair and Painting rules.
That is not a reason for alarm, and it does not stop work happening. It does mean the sanding, scraping and stripping steps need to be handled with proper containment and clean-up rather than done casually — which matters most in houses with young children.
